Abstract The U.S. Census Bureau decided to develop a Web-based reporting option for its Library Media Centre survey. The development process included a small-scale usability test to determine which of two navigational structures and two types of error handling was most intuitive. A large-scale field test was then conducted, which revealed a very low response rate for the Web-based reporting option. Telephone follow-up interviews explored reasons for this low response rate. The paper concludes with lessons learned from this development process and suggestions for future Web-based survey design.
